Application: Fiscal Courts and Political Subdivisions



The Kentucky Association of Counties is pleased to once again offer members of the KACo Workers’ Compensation Fund and KACo All Lines Fund the opportunity to apply for a KACo Insurance Grant.

These grants are designed to help members invest in products, services and improvements that reduce risk and prevent losses associated with KACo’s insurance programs.

Three grant opportunities are available during the 2026–27 grant cycle. Each grant has its own application period and list of eligible projects:

  • Fiscal Courts & Political Subdivisions: Aug. 17–Sept. 4, 2026
  • Law Enforcement: Sept. 7–25, 2026
  • Jails: Oct. 12–30, 2026

Application Instructions

Eligibility

  • For this application, fiscal courts and political subdivisions that are members of the KACo Workers’ Compensation Fund or KACo All Lines Fund are eligible to apply.
  • Law enforcement agencies and jails are not eligible for this specific grant. Separate KACo Insurance Grant opportunities are available to these members during their respective application periods.

Application Process

  • Complete the online application below.
  • You will receive an email confirmation once your application has been received.
  • Members may submit one application during the fiscal court and political subdivision application period.

Application Period

  • Aug. 17–Sept. 4, 2026
  • Applications must be submitted online by 11:59 p.m. ET on Sept. 4, 2026.
  • Applications received early will receive first consideration during the review process.

Grant Amount and Matching Requirement

  • Maximum grant award: $10,000
  • Eligible purchases must be made after July 1, 2026.
  • KACo will reimburse 80% of the approved project cost.
  • The member must contribute at least 20% of the total project cost.
  • The grant award may not exceed 50% of the insured member’s 2026–27 premium.

Priority Funding Areas

Applicants must select one priority funding area for their project:

  • Vehicle accidents
  • Lifting and handling injuries
  • Slip, trip and fall
  • Property damage

Projects should demonstrate a clear connection to reducing the likelihood or severity of losses covered by the member’s KACo insurance program.

Eligible Products and Services

  • Eligible products and services are listed under each priority funding area in the application.
  • Applicants may select one or more products or services within their selected priority area. For each item, provide a brief description of the project or intended use and the total cost.
  • Applicants may select “Other” when a specific safety need is not represented on the list. However, applicants are highly encouraged to select products or services identified in the application whenever possible.

Helpful Tips for Applicants

When completing your application:

  • Focus on projects that directly reduce risk or losses.
  • You may include multiple products or services as part of your project.
  • Highlight purchases that are important to your operations but may be difficult to fund through your regular budget.
  • Be specific about the safety issue you are addressing and how the proposed investment will help reduce that risk.

Award Decisions and Purchasing Guidelines

  • Applicants will be notified by email once all applications have been reviewed and award decisions have been finalized.
  • The review and decision-making process will take several weeks following the application deadline.
  • Important: Approved projects must involve purchases made after July 1, 2026. Purchases made before this date are not eligible for reimbursement.
