Kentucky Association of Counties Workers' Compensation Fund--Regional Agent--Territory C


The Kentucky Association of Counties Workers’ Compensation Fund (KACoWC), requests proposals from qualified insurance firms to provide the services described below.

KACoWC pays a commission rate of 7.0%. The term of the engagement shall be for the period of July 1, 2026 through June 30, 2030.  The engagement period may be extended by mutual agreement for up to two additional four-year periods.  KACo shall at all times retain the right to re-assign accounts within the territory as needed during this period.

Formed in 1978 as the Commonwealth's first Governmental Association Workers Compensation Fund, the KACo Workers Compensation Fund provides competitive workers compensation coverage for county governments and political subdivisions.

The program maintains a 24-hour dedicated claims service, as well as safety & loss control services

Description of Services Requested

  • Provide insurance services to a designated regional Kentucky territory, including but not limited to, the solicitation and retention of public sector insurance clients;
  • Attend KACoWC monthly board meetings;
  • Attend KACo quarterly board meetings as available;
  • Consult with the KACo Insurance Director and staff, and;
  • Other duties as assigned.

Responses to this solicitation should include:

  • Experience in the public entity workers’ compensation business--a minimum 10 years is preferred;
  • Experience with, and knowledge of, local government operations in KY;
  • Familiarity and experience with the make-up and operation of self-insured insurance pools;
  • Familiarity with distinctive coverage's offered through KACo's self-insurance programs;
  • Familiarity with safety and loss control tools;
  • Availability to promote and support the insurance needs of the assigned territory, not only during normal business hours, but nights and weekends if needed; and
  • Description as to how KACoWC services will be provided to regional territory clients, including, but not limited to, staffing and resources that may be allocated to this service.

Responses should be submitted by email to procurement@kaco.org and must be received no later than 4:00 p.m. EDT on November 10, 2025, to be considered.  KACoWC anticipates that the award, if any, to the successful respondent will be made on or before January 31, 2026, and all responses shall be valid through that date.
