The Kentucky Association of Counties All Lines Fund (hereinafter “KALF”) seeks proposals from authorized insurers to provide insurance, reinsurance, or excess insurance to insure and indemnify KALF for claims covered by KALF’s cyber liability program in excess of KALF’s self-insured retention. 

About KALF

KALF is a property and casualty self-insurance group that was created in 1987 and is comprised of counties, political subdivisions and other governmental entities in the Commonwealth of Kentucky pursuant to Subtitle 48 of the Kentucky Insurance Code (KRS Chapter 304).  KALF is managed by its Board of Trustees and is administered by the Kentucky Association of Counties, Inc.

KALF’s membership consists of 116 of the 120 county governments in the Commonwealth of Kentucky and over 750 related government entities.  All members in the KALF program renew on July 1.

In addition to cyber liability, the current lines of coverage provided by KALF include, property, employee dishonesty. general liability, public officials liability, employment practices liability, law enforcement liability and auto liability.

KALF’s broker of record is Aon Risk Services Central, Inc. (hereinafter “Aon”).

Proposed Contract Term

The proposed contract period shall be for one year, commencing July 1, 2026 and continuing through June 30, 2027. Proposals for a two-year contract commencing on July 1, 2026 and continuing through June 30, 2028 may also be considered.

Process for Submitting a Proposal

All inquiries, proposals and other communications regarding this request for proposals should be submitted to Aon.  Please contact Tim Callaghan, Senior Account Executive, at Aon for a complete submission including the KALF coverage property document and other pertinent information. Each respondent must meet minimum financial ratings and required coverage specifications to be considered. To be considered, complete proposals shall be submitted to Mr. Callaghan via email at tim.callaghan@aon.com by 4 p.m. EDT, 3 p.m. CDT on Tuesday, June 23, 2026.

KALF reserves the right to:

• Utilize additional information contained within any response;
• Waive irregularities in any response;
• Reject any or all responses; and
• Negotiate with any party regarding their response.
