Counties play a critical role in supporting individuals at one of the highest-risk points for overdose: the transition from incarceration back into the community. Expanding warm handoff programs is a core, allowable, and evidence-based use of opioid settlement funds under Exhibit E. This session will help county leaders move from planning to action by demonstrating how local governments can build and sustain effective reentry and warm handoff strategies that connect individuals to care, support, and stability immediately upon release.
