Counties play a critical role in preventing overdose deaths, and naloxone distribution is a core, allowable, and evidence-based use of opioid settlement funds under Exhibit E. The presentation will highlight how counties can support active distribution approaches—such as Overdose Education and Naloxone Distribution (OEND) community events, Naloxone Leave Behind programs with EMS and law enforcement, and Quick Response Teams—as well as distribution methods like naloxone kiosks and vending machines to expand access in high-risk areas.

This session explores:
· How naloxone distribution fits within Exhibit E’s prevention and harm reduction strategies
· Ways counties can layer multiple distribution models
· Key considerations for partnering with public health, first responders, and community organizations
· How to document impact and ensure settlement fund compliance
