While most new laws passed during the 2026 legislative session won't become active until mid July, parts of House Bills 757 and 869—both impacting local governments—are already in effect.
HB 757 includes a jail canteen fund provision. Jail surplus property proceeds, where the property was purchased with canteen funds, must now be returned to the canteen account (See Section 63.)
HB 869 covers multiple topics, including governmental notices/advertisements (Sections 38 and 39). Local governments are now required to include times for both the Eastern and Central time zones in their notices and advertisements regardless of the geographic location.
For example, a meeting notice for a 7 p.m. Eastern time meeting now needs to state 7 p.m. ET / 6 p.m. CT.
The only exception to this new requirement is for procurement notices where the local government has adopted the Model Procurement Code.
