By Sydney Blodgett, Member Engagement Manager
KACo will host a webinar on July 9, 2025 from 2-3 p.m.

Senate Bill 63, passed during the 2025 Regular Session, gives counties and cities the authority to adopt an ordinance and allow street-legal special purpose vehicles on highways within their jurisdictional boundaries. The new law takes effect June 27.

Local governments now face decisions regarding whether and how to implement this law in their communities.

KACo’s webinar will cover the key provisions of SB 63, including the legislative intent, requirements for street-legal special purpose vehicles, local government authority, safety and inspection standards, and how the law interacts with farm exemptions. The webinar will feature insights from:

  • Sen. Brandon Storm (R-Casey, Laurel, Lincoln, Rockcastle counties), SB 63 sponsor
  • Rich Ornstein, KACo Staff Attorney

Attendees will also learn about the opt-in process, sample ordinance language, Transportation Cabinet regulations and the legal and enforcement considerations local governments should evaluate before adopting an ordinance.

Important note:

The Kentucky Transportation Cabinet’s regulations for implementation of SB 63 are due by June 27, 2025. Any ordinance passed before then should be reviewed for compliance once the state regulations are finalized.
