Senate Bill 63, passed during the 2025 Regular Session, gives counties and cities the authority to adopt an ordinance and allow street-legal special purpose vehicles on highways within their jurisdictional boundaries. The new law takes effect June 27.
Local governments now face decisions regarding whether and how to implement this law in their communities.

Important note:
The Kentucky Transportation Cabinet’s regulations for implementation of SB 63 are due by June 27, 2025. Any ordinance passed before then should be reviewed for compliance once the state regulations are finalized.
