This session will feature insights from county leaders who are engaged in local initiatives. McCracken County Sheriff Ryan Norman and Powell County Judge/Executive Eddie Barnes will share firsthand accounts of how their communities are effectively engaging with substance use, leveraging opioid settlement funds, and implementing innovative, approved strategies.

Post-overdose response teams—also known as quick response teams or post-overdose outreach programs—play a crucial role by conducting outreach within 72 hours of an overdose event.

These teams, typically comprised of two to three health-related professionals (including harm reduction specialists, peer recovery specialists, and EMS personnel), work in partnership with county agencies or community-based organizations. Their goal is to prevent future overdoses by connecting individuals and their families with evidence-based overdose prevention tools (such as naloxone and fentanyl test strips), social services like housing and employment support, and treatment and recovery services.

Dan Meloy, Director of Operations at O2SL and QRT National, will discuss collaborative strategies and practical applications of QRTs. The session concludes with a Q&A.
