Maximize county opioid settlement dollars with state grant opportunities

Applications are due by Dec. 17, 2026.

Applications are open for the Kentucky Opioid Abatement Advisory Commission’s 2027 state grant opportunities.

These grants offer counties an opportunity to leverage local opioid settlement investments by securing additional state funding to address community needs and strengthen prevention, treatment and recovery efforts.

Three funding opportunities are available:

Counties can pursue projects that address local service gaps, build partnerships, expand access to resources, and support sustainable solutions for their communities.

Three funding opportunities

Prevention: Supports efforts to prevent initial substance use, educate adults about substance misuse and reduce overdose risk. Priorities include youth prevention, positive childhood experiences, education for parents and caregivers, and evidence-based overdose reduction strategies.

Treatment and Recovery: Supports clinical treatment and recovery services for individuals with opioid use disorder. Priorities include expanding access to medications for opioid use disorder in rural communities and correctional settings, certified recovery housing, transportation to recovery services, employment supports and recovery community centers.

Youth Mentorship Infrastructure: Focuses on building the systems and partnerships needed to establish and sustain high-quality mentoring opportunities for Kentucky youth ages 5–18. Projects may include shared mentor recruitment and training, partnerships among schools and youth-serving organizations, community mentor pipelines and coordinated systems that connect young people with supportive adults. The emphasis is on building long-term capacity rather than simply increasing the number of mentor-youth matches.

What counties should know

All three opportunities are open to eligible applicants, including counties, cities, towns, other government entities and eligible organizations. Counties may want to explore partnerships with local prevention coalitions, schools, behavioral health providers, recovery organizations and other community partners when developing potential projects.

Key funding details include:

  • Maximum award: Up to $1 million per project.
  • Grant period: Prevention and Treatment & Recovery applicants may request a 12- or 24-month budget. Youth Mentorship Infrastructure projects have a 24-month grant period.
  • Matching funds: No match is required.
  • Application deadline: 6 p.m. ET, Thursday, Dec. 17, 2026.
  • Anticipated awards: Spring 2027, with contracts expected to begin in July 2027.

Applicants should carefully review the requirements and restrictions for each Notice of Funding Opportunity. For example, funds cannot be used to purchase land or vehicles, pay for construction or related permits, or purchase naloxone, which is available at no cost through Find Naloxone Now Kentucky. Recovery housing projects must meet applicable state accreditation requirements.

Organizations that received a 24-month KYOAAC grant in July 2026 are not eligible to apply for another grant until October 2027. Additional requirements apply to requests to continue previously funded projects.

County officials interested in these opportunities are encouraged to review the funding priorities and consider how state grants could complement existing local efforts.
