KACo leadership joins Pres. Trump for announcement on regulatory reform efforts

“Infrastructure needs and the shortage of project funding are well documented,” Moore said. “Today’s action by President (Donald) Trump will help stretch our limited dollars and facilitate the completion of projects more quickly, all while continuing to protect the environment."

NEPA was signed into law in 1970 and requires federal agencies to consider the environmental effects of proposed major federal actions significantly affecting the quality of the human environment. NEPA implementing regulations have not been updated since 1978 and over time, the process has become increasingly complex and time consuming.

The Council on Environmental Quality has found that, on average, it takes federal agencies four and half years to complete environmental impact statements under NEPA, and for some projects it takes much longer. That includes improvements to infrastructure and other projects that impact economic development in Kentucky.

“Completing infrastructure projects in a quicker manner will allow funding to go further, and we will improve health and safety, reduce congestion, create more jobs and enhance economic development," Moore said. “I am honored to be part of today’s rollout of the president’s decision."

KACo supports efforts to minimize overly burdensome federal regulations that slow down improvements to infrastructure, impede economic development and increase costs, while continuing to protect the environment.

Moore was in Washington, D.C., along with KACo Executive Director Jim Henderson and Madison County Judge/Executive and KACo President-elect Reagan Taylor as participants in a meeting of the National Council of County Association Executives (NCCAE).

As part of the NCCAE meeting, elected county officials and county association executive directors from across the country gathered for policy briefings and leadership training and to exchange ideas and inspiration with colleagues.
