Community corrections grants for FY 2024

Applications must be electronically submitted via the Grants Management System (IGX) no later than Feb. 28, 2023, for consideration.

Officials can apply for (fiscal year) 2024 Community Corrections Grants from the Kentucky State Corrections Commission beginning Jan. 1, 2023.

The community corrections grants provide judges with a community-based sentencing alternative to incarceration. (KRS 196.705) and directly provide or contract with public and private agencies for services for offenders —including treatment, management, supervision, rehabilitation, mentoring, employment, or other services. (KRS 196.700 & 196.715).

These grants save state funds by using alternatives to incarceration and reducing recidivism and revocations of probation and parole. (KRS 196.705)

Eligibility standards:

  • Target felony offenders charged with or convicted of one or more felonies. (KRS 196.700)
  • Funds can’t be used for operating costs, construction or any other costs associated with local jail confinement. (KRS 196.730)

Requirements for applicants:

  • Establish a Community Corrections Board showing involvement and oversight by local officials (KRS 196.725) or an alternative board that is determined by the Commission that serves the same functions as set forth in KRS 196.700-196.735. (KRS 196.735)
  • A Community Corrections Board shall be composed of at least eight members: judges, commonwealth attorneys, defense attorneys, crime victims, community leaders, social workers, law enforcement officers, probation officers and other interested parties.
  • Community Corrections Plan for the Judicial Circuit. (KRS 196.720)
  • Outline in the application - project goals and objectives, detailed budget, sentencing alternatives for the Court, referral and monitoring plan, services to be provided, program requirements for compliance and non-compliance, recidivism reduction and outcome tracking, and program evaluation.

Applicants should be aware of statutory and regulation requirements for the Community Corrections Grant program, including proposed regulatory revisions that may be in effect for the funding year.

The funding period for this grant will begin July 1, 2023, and end on June 30, 2024, and is subject to annual budget approval. Award amounts vary depending on the scope of the programs and budget availability.

Programs that have been funded in the past by the State Corrections Commission include: Evidence Based Programs, Case Management, Mental Health Courts, and Home Incarceration Programs (HIP). Other grant applications will be considered as well. The ability to demonstrate how the grant will reduce incarceration and recidivism will be considered in the awarding of grant funding.
