Application period opens for Local Assistance Road Program

Counties can now begin applying for the Local Assistance Road Program (LARP), a funding program from the state to rehabilitate county and city roads.

LARP was established during the 2025 legislative session through HB 546 and replaces the County Priority Projects Program (CPPP).

Commissioner Bobbi Jo Lewis from the Department of Rural and Municipal Aid testified this week during the Interim Joint Committee on Transportation on the updated program.

Lewis informed legislators that applications for LARP opened June 1, 2025 for projects to be considered for funding in FY 2027. Projects must be submitted to the Department of Rural and Municipal Aid by Oct. 1, 2025 to be considered.

Lewis also stated that the application has been updated to include new requirements added in the change from CPPP to LARP. These requirements include:

  • Photos every 300 feet
  • Projects capped at $500,000
  • Local match ranging from 10 to 20 percent based on population rankings

The Kentucky Transportation Cabinet developed a scoring matrix that will be utilized by all highway districts to score roadway conditions. Factors that will be considered include:

  • Preservation of assets
  • Average daily traffic count
  • Recent improvements
  • Safety
  • Cost
  • Priority ranking within the state highway district

Counties can use Form TC 20-41 to apply for LARP funds. The Department of Rural and Municipal Aid is required to provide a list of requests to legislators by Nov. 1, 2025 and final funding decisions will be made during the 2026 legislative session.
