2023-24 County Insurance Premium Tax Rates

Insurance premium taxes are one of the top three revenue sources for Kentucky counties.
For FY 2023-24, 47 total counties are listed as levying an insurance premium tax in at least one category.
County insurance premium taxes can be levied on the following categories:
- Fire and Allied Perils (46 counties)
- Casualty/Liability (46 counties)
- Automobile (47 counties)
- Inland Marine (46 counties)
- Health (seven counties)
- Life (23 counties)
- All Other Risk Taxed (44 counties)
In all, 46 of these counties tax at least three of these categories. The most frequently excluded category is health insurance followed by life insurance. Tax rates range from a minimum of 2% to a maximum of 10%, with a median rate of 5%.
