Class Title: Road Supervisor
Department: County Road Department
Supervisor: County Judge/Executive
Supervises: All personnel assigned to the Department.
Base Schedule: LC-RD-1
Stipend: LC-RD-1S4
Class Characteristics: Under general direction, plans, organizes, directs, coordinates and evaluates all activities and programs of the department; supervises all departmental personnel; maintains all county roads; performs related work as required.
General Duties and Responsibilities:
Essential: 1. Plans, organizes, directs, coordinates, and evaluates all activities and programs of the department. 2. Supervises all departmental personnel. 3. Assists with budget preparation; assists with administering budget as enacted by the Fiscal Court. 4. Requests and assists with purchasing departmental equipment. 5. Implements and ensures compliance with preventive maintenance program. 6. Ensures that accurate records are prepared and maintained. 7. Evaluates departmental personnel. 8. Maintains working relationship with members of the Fiscal Court. 9. Responds to emergency situations; may assume control at scene until relieved by a higher authority. 10. Maintains road signs. 11. Works with construction of new county roads. 12. Repairs and/or approves the repair of county roads. 13. Makes drainage decisions. 14. Maintains bridge repair. 15. Maintains proper ditching. 16. Maintains right-of-ways. 17. Operates all equipment. 18. Assists with GIS system. (Road Supervisor, Page 2) Non-Essential: None
DESIRABLE QUALIFICATIONS
Training and Experience: Graduation from high school or equivalent supplemented by three years related work experience. Special Knowledge, Skills and Abilities: Knowledge: 1. Thorough knowledge of federal, state, and local laws, administrative regulations, and ordinances relating to departmental activities. 2. Thorough knowledge of materials and equipment used for all departmental activities. 3. Thorough knowledge of the geography of the county, including the location and name of all roads. 4. Knowledge of county infrastructure, including roads, ditches, bridges, etc. 5. Knowledge of employees’ abilities. 6. Knowledge of use of all equipment. Skills: 1. Skill in both written and oral communication. 2. Skill in maintaining good relationship with public. Abilities: 1. Ability to handle emergency situations. 2. Ability to plan, organize, direct, coordinate and evaluate all activities and programs of the department. 3. Ability to supervise subordinates while assisting with required duties.
ADDITIONAL INFORMATION
Instructions: Very general; must use some of own judgment most of the time. Processes: Frequently required to refine existing work methods and develop new techniques, concepts or programs within established limits or policies.
Review of Work: Work is reviewed through oral and written reports.
Analytical Requirements: Duties are of a routine nature.
Tools, Equipment and Vehicles Used: Must operate truck, roller, backhoe, and loader. (Road Supervisor, Page 3)
Physical Requirements of the Job: Work is typically performed both indoors and outdoors. Indoor work is at a desk or table with intermittent sitting, standing and walking. Must lift objects weighing less than 25 pounds as a requirement of the job. Outdoor work is performed regardless of the weather; performed in a noisy place; exposes employee to machinery and it’s moving parts and dangerous machinery and sharp tools. Requires operating a vehicle and other equipment.
Contacts: Occasional contacts with employees or supervisors from other departments. Frequent public and internal contacts requiring tact and diplomacy are a requirement of the job.

Mental Effort: Moderate.
Interruptions: Constant.

Availability: Must be able to respond in emergency situations at all hours.
