Description:
SUMMARY: The Planner II administers zoning regulations, reviews construction and development proposals, and issues permits. The department also assists the public, monitors zoning regulations, and collaborates with local jurisdictions on amendments. This position reports to the Planning and Community Development Manager.
QUALIFICATIONS: Four year college degree in planning, public administration, or a related field or at least three years of experience in zoning administration, planning or development. knowledge of same.
ESSENTIAL FUNCTIONS: • Administer zoning regulations, review site plans, and issue permits. • Review and recommend improvements and draft amendment to zoning ordinances and development regulations pursuant to KRS100. • Determines compliance with the provisions of the Zoning Ordinance and completeness of planning applications. Notifies applicant if the proposed use is not in compliance with ordinance standards and assists with an appropriate alternative procedure, appeals, or any other administrative remedies necessary to attain compliance. • Coordinates the enforcement of the zoning ordinance with the enforcement of other related land use statutes and codes by active cooperation with other appropriate agencies. • Maintain accurate records for permits, inquiries, and zoning amendments. • Responds to questions from citizens, contractors, and builders regarding zoning ordinances, signage, and land use; researches and validates property locations and ownership by examining tax records, GIS maps, and property deeds. • Provide guidance on zoning regulations and development processes in each jurisdiction. • Serve as a project manager on assigned tasks. • Interpret and apply relevant county, state, and federal regulations affecting land use. • Utilize GIS mapping, databases, and web-based platforms for zoning analysis. • Assists with updates and maintenance of the Comprehensive Plan and Zoning Ordinance. • Develop short and long-range plans to address community issues. • Performs other duties as assigned.
PHYSICAL REQUIREMENTS: Ability to sit or stand for long periods of time; tolerate various temperatures and climates for prolonged periods; operate telephone system; operate computer keyboard. Maintain a minimum lifting capacity of 50 pounds.
KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of zoning laws, land use regulations, and general planning principles. • Strong written and verbal communication skills. • Ability to interpret legal and regulatory documents. • Proficiency in Microsoft Office Suite and GIS software. • Mathematical aptitude, including statistical analysis. • Experience working with diverse communities.
