REPORTS TO: COUNTY JUDGE/EXECUTIVE
GENERAL DESCRIPTION OF JOB:
The purpose of the job is to effectively plan, organize and assist the volunteer fire chiefs in the provision of fire services in Warren County. This new position will plan, organize and implement systemwide programs within the fire services, including major organizational policies, reporting program progress to executive-level administration through reports and meetings. This position also provides day to day supervision and oversight to the other full-time positions within Warren County Fire Services
ESSENTIAL TASKS
The tasks listed below are those that represent the majority of the time spent working in this class. The Judge Executive may assign additional tasks related to the type of work of the class as necessary.
Initial Anticipated Focus Areas: Develops capital budgets for Warren County Fire Services, including station and apparatus replacement, capital equipment and future service delivery needs.
Develops short- and long-range fire system goals and plans in conjunction with the volunteer fire chiefs.
Assists the Volunteer Fire Chiefs with their department level budgets, equipment needs and other administrative needs.
Ensures that the County Fire Services are in compliance with applicable federal, state and local laws and regulations and standards of safety.
Prepares and administers the fire services budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities and time.
Provides training, coordination, technical assistance, advice and motivation to the fire departments in Warren County.
Assists the volunteer fire chiefs to ensure the appropriate testing and maintenance of critical equipment per NFPA standards, such as breathing apparatus, hose, ladders and maintains county level records of such testing and maintenance.
Assists, administers and implements a central database for fire facilities, apparatus, planning needs, ISO regulations, etc. and requirements as required by law.
Manages the completion of workload, response and staffing level statistical reports for the fire services, including assisting in the reporting required information to the KY State Fire Commission.
Other Additional Duties:
Oversees department personnel matters, including developing position descriptions, hiring, evaluations, promotions, discipline, assignments, of department employees with assistance from Warren County Human Resources (when hired).
Works with the County Attorney on fire service legal matters and to ensure appropriate regulations are being followed.
Researches grant-funded programs and initiates preparation of grant applications and processes for purchases of fire equipment. Maintains all appropriate grant documentation.
Coordinates activities with other County departments, divisions, public safety, EMS, law enforcement, municipal fire departments, state agencies or other agencies and organizations as appropriate.
Coordinates and implements a fire code enforcement program, plans review process and fire inspection program for appropriate occupancies within the county through the Fire Marshal (when hired).
Monitors all Homeland Security alerts and other emergency calls; provides assistance as requested.
Serves as part of the Emergency Operations Center staff as the direct contact and representation for all county fire departments.
Attends and participates in public functions to promote the fire services, fire prevention and establish and maintain favorable public relations.
Receives and responds to public and news media inquiries, concerns, complaints and requests for assistance regarding areas of his/her responsibility.
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.
When requested, attends County Fiscal Court, Planning Commission, Public Safety, Department Head and other applicable meetings.
Attends required training courses and seminars. Attends conferences and other meetings to remain knowledgeable of modern fire service methods and administration.
Assists the Volunteer Fire Chiefs in planning, scheduling and managing joint company level or city/county training.
Responds to significant fire and other emergency scenes to provide incident support and resources.
Acts as incident commander when necessary or at the request of the initial incident commander.
Acts as lead contact and liaison over county training facility (if or when constructed), facility management, grounds upkeep, maintenance schedules and scheduling appointments for building use. Inspects and ensures proper maintenance over the training facility.

VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION: Requires high school diploma or GED equivalent supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in fire science or a closely related field. Associate’s degree in Fire Science is preferred.
SPECIAL CERTIFICATIONS AND LICENSES: Must possess KY Firefighter II certification, Fire Instructor II certification, Fire Officer Level II qualification, Medical First Responder certification and other certifications as deemed necessary by County officials. Must possess a valid KY driver’s license with appropriate endorsements or the ability to obtain one within 6 months of hire.
EXPERIENCE REQUIREMENTS: Requires a minimum of 10 years of experience in the fire service with at least 5 years of experience as a supervisor/manager.
