Training Overview
 The KACo County Officials Leadership Institute began providing training to county officials in 2000. Training workshops are conducted each year between March and October at several regional sites across the Commonwealth in order to offer easy accessibility to all county officials. Workshops are interactive and include many hot topics of interest to county officials. We offer new and exciting workshops each year. In the past, we have tackled such subjects as:

The annual training schedule is mailed every January to all county officials who are eligible for HB 810 training credit. The schedule is also posted under "Schedule of Workshops". What is the KACo County Officials Leadership Institute (COLI)?

The KACo County Officials Leadership Institute was created in 2000 to provide educational workshops to county officials at regional sites throughout the Commonwealth. Our workshops are inexpensive for local governments, and therefore taxpayers, because we have a network of educators who assist us in keeping down costs. All workshops are approved for HB 810 training credit and include interesting topics that are related to the statutory duties of elected county officials.

What is HB 810 training credit?

During the 1998 Session of the General Assembly, legislation was passed that encourages county officials – County Judge/Executives, Magistrates, Commissioners, County Clerks, Sheriffs, and Jailers – to obtain continuing education training throughout their public service careers. HB 810 became effective in 1999 and was amended by the 2001 General Assembly with HB 343 . The legislation provides financial incentives to officials who participate in training related to their statutory duties.

What are the incentives for training/continuing education?

Eligible county officials who earn 40 hours of pre-approved training each year are eligible for monetary incentives based upon the CPI (Consumer Price Index) in the year payable. Training incentives increase each year up to a maximum of four cumulative incentive units. The 2002 training incentive was $741.17 for one training unit (40 credit hours). The following scenario is an example of incentive pay to an eligible official based upon the 2002 CPI:

Year 1: $741.17* (CPI x 1)

Year 2: $1,482.34* (CPI x 2)

Year 3: $2,223.51* (CPI x 3)

Year 4: $2,964.68* (CPI x 4)

*Please note that this is only an example. The Consumer Price Index changes each year, so these amounts will change. You must maintain 40 training hours each year to be eligible for increased amounts. If you fail to earn 40 training hours in any year, you will revert back to one unit of incentive pay. Up to 40 training hours may be carried forward into the following calendar year.

How do I obtain information about training workshops?

In the first few weeks of each year, an annual calendar of workshops is mailed to each county official who is eligible to earn HB 810 training incentives. We also post the calendar, course descriptions and agendas on our web page. You may also call Scott Martin at 502-223-7667 or 800-264-5226.

How do I register for workshops?

Along with the calendar of workshops, you will receive a registration form that you will use to register. The registration form is also posted on our web page, or you can call Scott Martin, Director of Training, at KACo. Complete the form, sign and mail or fax it to Scott to register for all workshops.
